The Plan proposes that Shandong will accelerate the construction of a comprehensive transportation network that is safe, convenient, efficient, green, and economical, leading and driving regional economic integration and urban-rural integration development. This is a comprehensive transportation development plan of Shandong Province and a specific measure taken by the CPC Shandong Provincial Committee and the provincial government to actively integrate into the development of the national "the Belt and Road" and the Bohai Rim region.

The Plan covers five modes of transportation: highways, railways, waterways, civil aviation, and pipelines. On the basis of connecting with national comprehensive transportation, provincial economic and social development, and the development of the "two zones, one circle, and one belt" region, and taking into account factors such as regional economy, industrial layout, urban pattern, and resource endowment, a reasonable layout of the inter regional, intercity, urban-rural, and urban comprehensive transportation networks will be established to promote the construction of a modern comprehensive transportation system.

By 2030, comprehensively build the "Three Horizontals and Four Verticals" comprehensive transportation corridor.
